It's important to meet minimum requirements. Usually institutions tend to go through cycles of high interests where the open seats are filled up well before the minimum requirement is hit. Having said this, having a well rounded profile demonstrating your skills, dedication, experience and ability to achieve excellence will go a long way.

Test scores are certainly important in the sense that your overall score and component scores should be within an acceptable range. However, even if your scores are at the lower end of the acceptable range but your overall profile is impressive, you have an equally high chance of being accepted into Cornell.
